AICDN — Global AI Capacity Development Network

✦ Official Network Launch · Geneva, July 2026

The Global Network of Centres for Exchange and Cooperation on AI Capacity Building is Now Live

The AICDN was officially launched in Geneva in July 2026 — bringing together AI centres from across the world to put a floor under the AI divide and ensure no country is left behind.

About the Network

Global AI Capacity Development Network

Global AI capacity remains fragmented, unevenly distributed, and insufficient, while 8 in 10 least developed countries did not have a national AI strategy in place in 2024. Without deliberate and targeted capacity-building, many countries risk missing out on local technological and economic development.

The purpose of the AICDN is to help put a floor under the AI divide by facilitating coordination and the availability of in-kind contributions from universities, corporations, Member States and other relevant actors, and to undertake a range of other useful activity to build AI capacity, anchored in shared normative commitments.

The Network is supported by the UN Office for Digital and Emerging Technologies (ODET) and aligned with the principles and objectives of the Global Digital Compact (A/RES/79/1) and the Secretary-General's report on innovative voluntary financing options for AI capacity-building (A/79/966).

Joint Initiatives

Priority Projects

At the Dakar Workshop (January 2026), centres voted on 10 candidate joint projects. The top three priorities are now moving to implementation.

Priority #1

Coordinated Training Programme

A coordinated academic capacity-building programme including university-level training, harmonized curricula, student and researcher exchange, joint summer schools, competitions, and internships.

Priority #2

Education Programme

An education programme featuring transversal teams covering ethics and state-of-the-art policy, tailored to different audiences such as policymakers and students.

Priority #3

AI Policy Blueprint

Development of a blueprint to guide the establishment of new AI Centres of Excellence, establishing minimum irreducible capacity in countries that currently lack appropriate infrastructure.

Candidate Project

Joint Funding Proposals

Shared proposals to attract funding for cross-country AI initiatives, leveraging the Network's collective credibility with donors and development banks.

Candidate Project

Transnational Sandbox

A collaborative, multi-country experimental environment to support the co-development, testing, and evaluation of AI models across national borders — improving robustness, interoperability, and global applicability.

Candidate Project

Federated Learning

Enable collaborative model training without moving data across borders, preserving national data sovereignty while advancing collective AI capabilities.

Candidate Project

AI for Cultural Heritage

Projects to preserve, analyse, or enhance cultural heritage using AI, protecting the diversity of human knowledge and expression for future generations.

Governance

Cooperation Framework

The Cooperation Framework (v1.0) was agreed at the Dakar Workshop on 29 January 2026 by nominated and invited centres. It entered into force upon adoption by at least five founding members from a minimum of two different regions.

01

Membership

Open to centres offered by UN Member States, or invited following a formal expression of interest and due diligence. One country, one vote — multiple centres per country permitted. Invited centres have observer status.

02

Governance

A rotating annual Network Facilitator from nominated centres chairs the Plenary, which meets at least once per year. Decisions by consensus; votes reserved for formal matters such as inviting new members and adopting the annual work programme.

03

Due Diligence

A balanced approach prioritising inclusivity with safeguards. Nominations accepted from governments, private entities, UN agencies, existing members, and self-nominations. Civilian-only activity self-declared. Ethics and privacy alignment mandatory.

04

Open Science

The Network adopts open data, open computing resources, open-source software, open models, and open evaluation methods to foster transparency and collaborative innovation in AI.

05

Network Support Unit

A Support Unit acts under the guidance of the Network Facilitator: maintaining records of offered resources, coordinating activities, liaising with intergovernmental processes, and conducting assessments of candidate centres.

06

UN Alignment

Aligned with the Global Digital Compact (A/RES/79/1), the SG Report A/79/966, and international human rights norms under the UN Charter. The Network is not a UN body; UN support is coordinated by ODET within existing mandates.

Get Involved

Join the Network

UN Member States are invited to consider creating centres for exchange and cooperation and offering to have these centres be part of the Network. Other centres may submit a formal Expression of Interest.
