What is the RAM?
The AI Readiness Assessment Methodology (RAM) enables countries to turn the UNESCO Recommendation on the Ethics of AI into action.
It provides a clear, detailed picture of how prepared a country is to govern AI responsibly, highlighting strengths and revealing where institutions, rules, or capacities may need to be strengthened. This analysis also enables UNESCO to better tailor its support to national needs, strengthening countries’ ability to build more ethical AI ecosystems.

Why does the RAM matter?
The RAM enables countries to understand their preparedness across different dimensions of the AI ecosystem, identify governance gaps, and strengthen the foundations for more inclusive and responsible AI systems.
In this way, it helps translate the UNESCO ethical framework into national action:
Assesses national readiness for ethical AI
Evaluates how prepared a country is to develop and govern AI in line with ethical principles.
Identifies gaps in governance and regulation
Highlights areas where policies, institutions, or capacities need strengthening.
Supports the implementation of the UNESCO Recommendation on the Ethics of AI
Helps translate the UNESCO ethical framework into national action.
Promotes more inclusive and responsible AI systems
Encourages AI development that benefits all people and reduces inequality.
How does it work?
The RAM involves three main steps:
**Assessing the AI ecosystem:**It collects quantitative and qualitative information through structured questions covering key areas of a country’s AI ecosystem, including legal, social, economic, educational, scientific, and technological dimensions.
A tailored multi-stakeholder process: It is implemented in a flexible way, adapted to each country’s context and resources, and carried out by independent experts supported by a national multi-stakeholder team.
From assessment to action: It produces a comprehensive country report that outlines AI readiness, identifies gaps, and provides policy recommendations to strengthen national strategies and guide capacity-building efforts and institutional reforms.
